To watch rugby in Singapore, there are four stations which will show some rugby to varying degrees. Three are available only via cable (www.scv.com.sg) whilst Sports City is free-to-air.

You can get rugby shows on Star Sports. They show live major internationals, plus at least one game a week for each of English Premiership/Tetley Bitter Cup and Super 12's, which tend to be delayed upto a week. Highlights of the World Sevens series are also shown, with repeats thoughout the week for all games.

ESPN shows their weekly round-up in a 30 minute show "World of Rugby", which is repeated (at least a week later) on the Sports City channel. Both ESPN and Start Sport schedules can be found at www.espnstar.com

Super Sports have just finished showing some of the European Rugby Cup, though their schedule is difficult to find and changes quite randomly. It is unknown if they are going to show the final stages.
